Well the thing is you have to look at this way.
Spidey fought the Hobgoblin when he was surprised and thought Daniel had gotten the tracers far away. He had no idea Spidey would find his hideout thus he had no plans of defense other than trusting Daniel.
Secondly, Spidey took away his arsenal (note Spidey aiming for the pouch the Goblins always carry with them and ripping it off Hobby) early on in the fight so all he had was his glider, strength, and finger blaster gloves. However given Spidey made it close quarters immeditaly right after Roddy thought his glider's smog took care of Spidey. By doing that all Hobby had was his strength.
And as shown Kingsley in the Stern stuff knew he be a dead man if Spidey caught him in a situation like that. Hence why he kept upping the ammo and getting Osborn's powers. Hobby knew his best chance against Spidey was with his long range weapons and stuff that's for Spidey singularly (see gas that nulls Spidey sense). However, Roddy's great mistake is his cockiness in his gear. He thought the tools would do their job. They didn't.
There was no escape for the Hobgoblin when Spidey finally got him where he wanted him. Spidey took away all his gadgets and made sure the fight was on his terms not Hobby's. That's how he wins in the end. By using surprise, then taking away Hobby's long range tricks, and making it a close quarters fight.
Also it was a three issue mini only and Stern did waste a ton of pages with the retcon.
