For reasons as yet completely nebulous, he had The Dollmaker carve his own face off and left it with the cops (I think?) for a year or so, then took it back and stapled it to his...place where it used to be. :?

That reminds me, I got the impression that the cops didn't exactly go to great lengths to preserve the Joker's face while they had it in their possession. In fact, didn't they just have it pinned in a box in their evidence room?

Did they say something about the chemicals in his skin preserving it or something? I may have imagined it, but if I did that's what they should have said.

I honestly don't remember, it sounds like a perfectly reasonable explanation though. I know that I like your explanation more than the idea that the Joker is running around with the equivalent of face jerky strapped to his head.
