Last year my wife did freelance for a company that ended up going bankrupt. They have not sent her a 1099. I've tried to contact the guy who ran the company, but he's not exactly being polite regarding the matters (he hung up on me just now). Is he required to send a 1099?

Yes, yes he is. Even if a company goes under, they are still required to file a tax return and accompanying documents for that year.
