As Punchy said so eloquently, Rocketeer ain't pulp. But why doesn't the Spirit exist (despite him also being comic and not pulp)?
And going all technical - Noir isn't a stand alone genre - it's a sub-genre of pulp (as are: the gangster, westerns, romance, science fiction, horror, fantasy, sports and even lite porn magazines of the time).
As for actual pulp characters that made the big screen, the last one is either John Carter or Conan.
Historically we've seen movies of: Doc Savage, Shadow, Buck Rogers, Tarzan, Hopalong Cassidy & Zorro (I don't consider the Phantom or Flash Gordon (comic strips) or Green Hornet (radio serial) as true pulp (just products of the era). And it's weird that the Avenger never made it to the big screen.
