So at the end of The Phantom Stranger, the Stranger has decided that God himself needs to check in to Forever Evil and that's where this picks up.
They're at the gates of Heaven and, of course, the Stranger is BANNED FROM RINGSIDE~! However, the real story here is Constantine having a conversation w/ the Voice of God (which is a fluffly little dog if you haven't been reading Phantom Stranger). Fawkes does a really good job of conveying just how uneasy a concept this is for someone like Constantine. Here he is, getting help from GOD, but because of who Constantine is he tries every way possible to get out of having to confront that concept, repeatedly talking shit (TO GOD!) and trying to find an out for escape. I think that's a fascinating piece, really, particularly the words: "Constantine mocks me because he is angry. But no because he doesn't believe in me. He is angry because he wishes he did." And all of that royally pisses of the Spectre to boot. The end result is though that God DOES work in mysterious ways (at least in the DC 52... no, in the DC UNIVERSE - because that's what this is now) and now Zauriel is on board for the battle against Blight.
A great entry into the Blight storyline.
