so um, what kind of bizarro world do I live in where the parker and pak issues of hulk suck but the Loeb ones (being Gamma and Hulk #19) are fun and interesting?

Also what the hell kind of whack order does this shit go in?

no not really. Alpha was hella boring and 606 was dumb. Gamma was awesome, even if Romita was drunk when he drew it and 19 was entertaining.
