Because the book is called Aquaman?

If Johns is worth anything as a writer, he'll try to make Aquaman interesting, rather than rely on a supporting cast. Those other characters would not exist without Aquaman, they are nothing without him.

Black Manta should get the ongoing. Hell he's been trolling Aquaman for years and it's awesome.

well Green Lantern is called Green lantern and its just as much a Sinestro book and Carol Ferris book.. and Flash tends to be a rogue book every couple of issues

I like when a book takes time to focus on the villain and gives us an inside look to their motivation. Bendis has done that Avengers a lot, and Bru's been doing it all along on Cap.
