Unfortunately,
Flare is a lot more limited than you or your companions would like it to be. It only has a 25 ft. range, so it can only go off 25 ft. above where you're standing, unless you've taken one of the applicable
meta-magic feats.
Still, it's worth a shot. Good thinking (if I didn't mention that before). There are no immediate effects but that doesn't mean someone didn't see it. Most boats have a lookout(s) posted, actively scanning the horizon, so at least you've got that going for you. How many times are you going to cast Flare? Doing it multiple times would increase your chances that someone would see it.
