Deadly Foes finally explained how Phil has Goblin powers again...his mind was blocking them out.
The goblin serum actually gave him permanent powers but he could only use them when he was a goblin because of how he saw his actual self as a loser....Regular Phil subconsiously held himself back due to that mindset until he was in his Goblin gear. Then when Kingsley was about to kill him, it was the moment needed to tip him over the edge to access his full powers again.
