That was one of the better things when Giffen redesigned Shady back in '82. It gave her a more exotic, modern (for the time) look.
Might not have liked her not in the classic swimsuit. But it was a more conservative time in America. At least Giffen managed to make it seem more elegant (back when he could draw).
Sorry, but I think you're wrong on that. Considering that the same time, we got the first T&A comics along with nudity, it had nothing to do with conservative times as it wasn't. More so given tv shows, films and music, the era was as liberal as prior and following. Her costume got changed like that because Perez decided to do that as it was too easy not to stick her in a body stoking with a bit of cleavage window. Giffen used it for much the same reason Timberwolf's costume became more simple as did a few others. Also, in general, the hippy nudey sci fi trend was over and Star Trek pajamas style was in.
I like her Reboot costume the best, even if it is basically Ms Marvel's with a cape and bracelets.
