Doubtful. Snyder said the character wasn't showing up due to Morrison's plans for her in Batman Inc. Gail also has said she's backed off her idea of using Cass because she's realized it mean she be second fiddle to Barbara and be a disservice to them both. Of course they could be lying, but that's a freaky pose for that assassin.

Unless this is an establishment for the character before she appears in Batman Inc. Costume wise looks like something they would put Cass in.

Sure, maybe Gail did not get the story she wanted for Cass but editorial got Gail to include Cass to her book to help establish continuity.

Nope. On Twitter, supposedly Gail said that Cass as Batgirl is still in continuity (Steph and Bette no it appears). Remember too Snyder also said on very podcast that Gates of Gotham was still in continuity.

Again personal continuity is the only way to survive without a head ache. Because trying to think of the DC continuity with this new universe is impossible.
