I don't think Cap was too harsh. He said he wanted to take Hope into protective custody and then Cyke goes off on him for not helping the mutants in their time of need after telling Cap he wants to try and control the Phoenix. Maybe he'd also like a pet Galactus?

Franklin Richards already has one of those. Luckily, those bastions of responsible parenting, the
Fantastic Four, have it handled.
Anyways, both sides of the story are rather weak. Cap should have a little more empathy for Cyclops' plight and Cyclops should be more willing to work with Cap and his group of super-powered scientists and magicians. With the Phoenix Force approaching and a possible conduit on-site, this seems like a prime opportunity to somehow harness the Phoenix energy or something.
Instead, Cyclops comes off as trigger-happy and paranoid and Cap and the Avengers come off as an Iron Man-esque stooges a la Civil War. One loses the moral high ground when they have a cloaked Helicarrier with a bunch of "heroes" ready to attack.
I'm looking forward to more action next issue and pushing the "conflict" into the background so I can see people trade punches and do ridiculous shit.
