Neal Pozner came up with Aquaman's blue costume. Phil Jiminez dated Pozner, and so when Jiminez recreated Aqualad as Tempest, he based the Tempest costume on Pozner's blue Aquaman costume. Jiminez mentioned this in the back of one of the issues of the Tempest miniseries.

I didn't know that... but I guess my feeling was that yeah I do remember the blue costume since I thought Tempest's costume looked like it.
