I always thought that was a very interesting attempt to nail down Lex's character very quickly. It defines his greatest power (intelligence) and his greatest weakness (blind arrogance) in a one easy step, as well as establishing an answer to the meta question of why couldn't anyone see that Clark was Superman?

It was a great piece of characterization, and something that you see in the much later miniseries Lex Luthor: Man of Steel. Lex really has trouble not projecting how he would act in that situation.
