Children's Crusade ended with him unable to control it, and it burned him up and left him. He doesn't have it anymore.

so her power set makes it so its unlikely that she wield the power
not a previous relationship to the phoenix force

You're forgetting Prime from the Ultraverse as well who was briefly possessed by it in the 90's.
