Exactly. They aren't terrible, but their sole purpose seems to be to make new heroes or teams look impressive by losing to them. They help make other characters look better.

Some of these guys used to be legit threats with some amount of success, but none of them have been anything buy punching bags for years and years.
It's a tried and true formula that is used all the time in wrestling as well. The all time best jobber, in my opinion, is Val Venis, that guy can make anyone look like a top tier superstar. He sells better than anyone and controls the ring with the talent of a main eventer, all while deflecting all the accolades to his opponents. Plus his success as a former tag team and IC champ makes him look like a big enough name that beating him lends credibility to his opponents.
