Oh, that's not too hard. You need to create a black and white image and use that for the Ambient settings. You can adjust as you want. I'll see if I can do something as an example.

here, I did a sample to show you how I'd get the effect.

1 is the black and white texture on a white suit with black specular and ambient settings

2 is the same thing, but with a light turquoise in place of the black in the ambient color setting

3 is the same, but with no black and white texture, just the same turquoise ambient setting

4 has the black and white texture back, and a white specular setting at 80% to give the suit highlight and gloss.
