The original was just a cop's badge and yeah, Schuster was not much of an artist to get his ghosts to draw it. As for the boots... straight from the circus strongman/acrobat that they ripped the design off of.
As a sort of aside, it's why I don't mind some of the changes on the modern costume. The costume has evolved over the decades. Some aspects are needed as they scream Superman, such as the colours, the cleft pointed boots, the caps, the symbol..
Here's another Superman costume... never could understand it.
