Currently its chaos maigc and mutant powers, but if we're discounting people on the grounds of continuity a lot of these characters are going to be shut out.

Raistlin Majere in Dragonlance Legends actually did become a god, and defeated all the others to boot.

Plus, Lews Therin from Wheel of Time wielded enough power to literally "break the world."

Waid built in Doom's loss. He shouldn't need devil deals to be all powerful. He already is. Why the finale to Unthinkable wasn't so satisfying. It was too easy and too predictable.
