Portugal deserve to lose for no other reason than not understanding how to order their penalty takers (assuming Ronaldo was 5th).

I don't watch a lot of soccer, but it seems like saving your best guy for last when a lot of these penalty kick situations don't have the 5th guy taking a shot, seems really really really dumb.

Is this a normal tactic or was this just dumb?

Nah, when there's a major championship on the line and you have one of the two best players on the planet, you make sure he takes one of the penalties.

I've always seen the best penalty taker as the last. As pressure goes, its more likely for one to fail more towards the end than in the beginning of the series of penalties. If the player taking the last, and often than not decisive, penalty is the one most comfortable in doing so, then its more likely for him to score.

Pay attention, all, I mean all, teams leave the star striker or captain to take the #5.

Yeah, the way I see it is that they want the GK's be "oh shit its Ronaldo" when that match winning penalty is up.

Chelsea saved Drogba for last in the CL final and he was a hero. You can't blame the final penalty taker for his teammates not giving him the chance to score.

I don't think anyone is blaming Ronaldo, unless he is the one who submitted the list to the referee with his name in 5th place. If the commentators don't know what's going on and there is no actual list, then I guess I'd blame everyone because someone should have at least thought about the possibility. You obviously don't get the mental advantage of having a great player stepping up for the winning penalty if you beat his team before he gets up. And just because there are examples of it working out, doesn't mean that it's not something you should take into account. FFS, I've thought about it playing FM and always put my best guy 3rd.

Clearly "all" is not true, but even if it's the overwhelming majority, that still doesn't necessarily make it right. That's one of those sports things that has become antiquated when people actually start analyzing statistics and scenarios.
