The cop wasn't protecting him. He was damning him. Then the Penn. governor echoed it. Nobody was protecting Paterno.

did the cops come and say don't do it again?
If they do it again because the cops never came, is it my fault if the house burns down?

A more valid comparison would be if your neighbors started a fire
in your basement, and after calling the cops, you never bothered to go in your basement again.

No, I wasn't hired for my crime-fighting skills or my skills at investigating rape charges. I would report it, as I am required, and then allow the proper authorities to do their jobs. Would I be interested in the outcome? Sure, I would, but I'm usually pretty busy doing my own job.

I'll ask you - how much responsibility does some one who reports a crime have?
will it encourage reporting or discourage reporting if people are held accountable for NOT following up with the cops?
