One of the things that still are going from that specific historical period of dictatorship, is the main body of their(I mean, from Pinochet and the right wing) constitution, that between other things, ask for high quorums for some things, and as they're the one in power now, it's harder than ever to pass things as the ICC, that and the same things your politicians say about it, in terms of it being unconstitutional and such. Not that it is a very well-known issue nowadays.
