And yeah, I think there are basic programs to help people out, but those programs are more extensive (teaching mothers how to take care of the child, checkups, inoculations, etc) in some other countries ranked on the list, which is what the article alludes to.
Again, you can disagree with them on principal, but I they are successful programs.
