I liked the episode. It showed how the Governor may, MAY, be changing and regaining his humanity he lost when he lost his family. My guess is at some point he will have to go to the prison and ask that they shelter his new family. And his family won't go in unless he's also allowed in, and Rick will break down and let them in.
