Agreed. Eliminating Odin puts the entire 9 realms on Thor's shoulders. This would make for an even more glorious final movie as Odin's story would end in the second film and give us a huge downer.
In the comics, Surtur is really Odin's foe, not Thor's. So it makes sense for it to be the second chapter. Loki is 'redeemed' so to speak and can become the final villain again (as he's sort of meant to be).
