Cap at his worst made some stupid decisions such as treating the X-teams like war-criminals by assuming they would follow Cyclop's stupid hunch and not talking to Scott one on one before coming to Utopia with the Avengers. If he were smart, he would be asking Rogue, Gambit, Iceman, etc to help the Avengers in stopping the Phoenix as both teams go way back. None of that is comparable to Cyclops willing to endanger the entire world on a unreliable hunch that a entity-with a history of genocide-will restore his race.
