So why didn't the FBI charge Bin Laden with 9/11? Not enough evidence. But there was no discussion of innocence or guilt because Dubya "knew" he was guilty. Just like he "knew" Iraq had yellow cake uranium to amass their WMD stockpile....

You're right. It's not like Bin Laden, Khalid Sheikh Mohammed, and others definitively claimed responsibility for the attacks (in the case of Khalid Sheikh Mohammed, more than once) or anything.
