One of his arcs. Doom got tired of being beaten by Richards and figured science wasn't the answer but maybe magic was. To get that much magic, he made a deal someone (I don't remember who) but to prove his faith in the deal, he had to skin Valeria and use that skin for his new magic armor:

Waid's interpretation of Doom (which I don't agree with) is that Doom isn't a noble villain with his own sense of honor but someone "would tear the head off a newborn baby and eat it like an apple while his mother watched if it would somehow prove he were smarter than Reed"
