I interpret this as Slott realizing how much Phil Urich sucks as a villain and bringing the one true Hobgoblin back. Hopefully by the end of #700, Phil goes back to being the good goblin, Norah gets hit by a bus and Alpha goes out like Jason Todd in "Death In The Family".

Maybe for one, but for the Hobgoblin this appears to have Slott's reinterpretation of the Saga. This is just Slott showing how nasty and fiend Kingsley is for newbies.
