You can go both sides.... In a way, Wolv shouldn't have have been there. Cyke should have mentioned it clearly, 'No killing'.
It's also, Idie was in a way, screwed up, and need moral guidance. In Generation Hope #10, Transonic was supposed to be her moral support and shouldn've taken care of her.

"do what you feel you have to..." means "go all out" cyce knew that just like he knew where Idie came from and what she had seen when armies "do what they feel they have to" and just like the politician he is he chose his words carefully so that he had denialbility.
