Just happened upon DCCP #87 (1st app of SBoy Prime) and in it the Pre-Crisis Superman says that Earth Prime is messed up... " New York is sprawled out all over where Gotham is supposed to be... Boston suburbs cover Star City and Metropolis is... no where".

So no matter what Metropolis is not near NYC.
