If Stark/SHEILD can make a new uniform for Cap and create a Helicarrier, why can't they make pants for the Hulk that won't rip?
However, Liefeld is an enigma wrapped in a pouch-filled, muscular, footless conundrum.

Who says they don't? Of course he wouldn't have them at the start, because he isn't down with SHIELD and doesn't trust them. He'd probably figure they had a tracking device hidden in them so Ross can find him and ruin his life (and he'd probably be right.
Maybe they will give him some magic underpants (no Mormon) that stretch after he decides to trust them later on.
