Was George Perez's cover to Crisis On Infinite Earths #7 an homage to Dr. Who?

Today, a website devoted to events that are coming soon, http://www.comingsoon.net, posted a story that proved that George Perez’s iconic cover to DC’s Crisis on Infinite Earths was, in fact, an homage to an official BBC teaser image of Dr. Who season 7 (or season 33 depending on how you count), copyright 2012. They even went so far as to use The Doctor's seventh season photo for the seventh issue of Crisis, the last DC event to make any kind of sense.
Obviously, By abusing the TARDIS, yet again, The Doctor went back in time to January 25, 1979 and mailed the above teaser image to himself in 2012 so that his photo would have existed before CoIE #7, thereby stripping Perez of his finest achievement.
Basically, The Doctor is a glory hound and a douche.

As the series moves into its seventh modern season later this year, it has been confirmed new episodes will deliver the last days of the Ponds, with Karen Gillan (Amy Pond) and Arthur Darvill (Rory) making their final voyage with The Doctor (Matt Smith). Today, a leaked teaser image has come online that, despite some early speculation that it might be fan-made, appears to be an official promo shot that will accompany a brand-new season seven trailer set for release online tomorrow.
Allegedly from the premiere, "Asylum of the Daleks," you can see The Doctor and Amy strike a pose somewhat reminiscent of George Perez iconic cover to "Crisis on Infinite Earths" #7. That may be more than just a coincidence as the episode is said to include every iteration of a Dalek that has ever appeared in Who's 50 year history.
The good news for Amy fans, however, is that Gillan is confirmed to appear in the first five episodes of season seven and, more likely than not, the below image is not suggestive of her final fate.
