It's written by Elio Garcia and Linda Antonsson, with George R.R. Martin consulting. Garcia and Antonsson run the largest A Song of Ice and Fire online community and Martin himself has said he often uses their website to double-check information when he's away from his notes.
The book will open with a historical overview of the setting, have a guide to the characters, a large amount of heraldry including the Targaryen family tree, and more:
