Barry Allen has been confirmed by CW President Mark Pedowitz to be a recurring character in Arrow this season, with the potential for a spinoff series. We learned earlier today that CW was developing a Flash television series, but which Flash would appear in the show was unclear. Pedowitz also confirmed that the spinoff would serve as an origin story for the Flash, which implies that Barry will start off as an unpowered character in Arrow.
Pedowitz also added that the CW planned on expanding the DC universe of characters featured on their network. Take that for what you will.
