Since the actor normally sports the best hairstyle in the world as everyday wear, speculation is that he was being looked at for Lex Luthor. Lord knows we haven't had enough Lex Luthor speculation recently (1) (2) - that was sarcasm if you didn't pick up on it.
Personally I think they will look for a young and handsome Lex Luthor to be the 'star of Metropolis' and Haley may have been looking at another part. It's possible there could be another villain working with Lex, there are other big roles like Gordon, Alfred, and more.
If only it was Rorschach, just to watch Alan Moore role over in his grave. Yes, I know he's not dead, but pretty sure he sleeps in a grave nonetheless. Though with Batman and Superman fighting it out in the next movie, fans might not want to be reminded what happens when street level hero meets god-like superhero.
