Dan Didio confirmed that the fan favorite would no longer be appearing in the Smallville comic book.
During DC's New Wave Panel, Dan Didio confirmed that Stephanie Brown would no longer be appearing in Smallville: Season 11. The character was due to appear as a sidekick to Batman, which Superman would be meeting in an upcoming arc. Bryan Q. Miller, who had previously written the character in his Batgirl series, had expressed his excitement about getting to write the character once again.
Dan Didio stated that when introducing guest characters to the DC Universe, they wanted to use the most recgonizable versions of the characters, namely Dick Grayson, Barbara Gordon and Bruce Wayne. He added that the title was "about Smallville, and we want to keep our focus there." I guess adding a tertiary character with a cult following would simply take too much focus off of a comic based off a cancelled television show.
