Of all the Arkham Asylum villains jockeying for territory in Gotham City, there’s only a few capable of rising to the top of the food chain. Killer Croc has the strength, Scarecrow has the cunning, and the duo of Mr. Freeze and Mad Hatter have the technology. The Crime Syndicate has left them all, along with Bane and the escapees from Blackgate Penitentiary, to tear the city apart on their own. So when Freeze and Hatter plan to start reviving super-powered Talons, and Croc and Scarecrow leave the sewers to take up residence in Wayne Towers, it’s time for Bane to show them all who truly rules a Batman-free Gotham. Bane and his Blackgate army won’t let the Arkham crazies think they’re in charge for long.
